Currently Distribution of Documents for the Invitation for Bid for the Design and construction closure of the Ordot Dump has been postponed until further notice.  Please check our website or call Mr. George Tydingco at (671) 647-4327 for current updates on the schedule on the availability of the documents and for the Pre- Bid Conference and the Bid Opening.


Environmental Impact Study

The Government of Guam has initiated the first phase of the siting process by screening land parcels throughout the island based on various scientific criteria, and placing the 6 most suitable landfill sites on a Preliminary Area List (PAL). From this list, the 3 highest-ranking potential landfill sites were selected for further analysis in an Environmental Impact Statement (EIS). This selection process and the ranking results are summarized in the Preliminary Landfill Site Suitability Report prepared in March 2004 by Guam EPA in association with DPW.

The second phase of the siting process is the preparation of an Environmental Impact Statement that evaluates the three candidate landfill sites identified in the Preliminary Landfill Site Suitability Report. The EIS is a document that rigorously analyzes the potential effects of a proposed action and its alternatives on the environment in order to assist agencies in the decision-making process and ensure the consideration of environmental regulations. The site selection EIS will be prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) and Guam EPA requirements, and must be completed on December 7, 2004 under the terms of the Consent Decree.

The site selection EIS process involves the following stages:

  • Scoping process
  • Preliminary Site Report
  • Draft Environmental Impact Statement (Draft EIS)
  • Final Environmental Impact Statement (Final EIS)
  • Record of Decision (ROD)

 

PS&E for the Ordot Dump Closure

(Environmental and Engineering Services for the Preparation of Environmental Report, Construction Plans, Specifications and Estimates for the Ordot Dump Closure)

The PS&E for the Ordot Dump Closure involves the preparation of an Environmental Baseline Survey (EBS) the PS&E, authorization applications for temporary operation, Closure and Post Closure Plans for the Ordot Dump Facility. Assessment if the existing conditions.

A Value Engineering Study was conducted to present more viable alternatives to enhance the project’s value and functionality.

The 100% Closure Design was submitted on September 2005.

Design of the New MSWLF

The sitting of the new landfill is currently situated in Layon, Inarajan. The Design of the New MSWLF involves the investigative and study requirements to adequately assess the existing conditions of the site. DPW and its consultant has submitted the Draft Plan for the 40% Design of the New MSWLF on August 2005 the Draft Final Plan was submitted on February 2006.

A Value Engineering Study was conducted to present more viable alternatives to enhance the project’s value and functionality. The team is currently incorporating the recommended alternatives to the Design of the New MSWLF.
